The Rays sign Drew Smyly, SP ATL, to a $5M(3Yrs) ARB(-) OPT(4) contract. The Rays place Smyly on the Hurlers roster, and move Buck Farmer, RP DET, to the Reserves roster, using one of his options to OPT(2)*.

To make room, the Rays waive Homer Bailey, P F/A, $1.5M(1 Yr) ARB(-) OPT(-).
The Rays will pickup Arihara in Fantrax when he is added to the free agent list.

2) Oneil Cruz, SS PIT and his 3-year minors contract
3) Joe Ryan, P TB, and his 4-year minors contract
The A's trade:
1) Cavan Biggio, 2B TOR, $.4M(5Yrs) ARB('23,'23,'25) OPT(4)
2) Matt Canterino, P MIN, and his 4-year minors contraact
3) Round 4.7 2021 draft pick (pick#67)
The Rays place Biggio on the Bench and Canterino on the minors roster.
