Greetings,
We would like to address an article of the Constitution. To our knowledge, this article has never been enforced. As noted below, it assigns a $1,000,000 cap hit to a team that does not sign a player. This also would imply the fine should apply to non-signed minor leaguers, including Franchise Free Agents. Frankly, if it were to be enforced, we feel it’s a pretty steep fine. We are calling for a vote to decide whether to keep AND enforce the million dollar fine for not signing moving forward, or to delete the fine from the Constitution. Signing procedure would remain intact. The only penalty would be loss of the player.
From the FREE AGENCY, BIDDING & INTERNATIONAL PLAYERS section of the Constitution:
18. If a player is won at auction but the winning GM fails to post the signing in the allotted time, the team will be fined $1,000,000 and the second highest bidder may claim the player at the cost of that GM's highest bid. If the second highest bidder does not want the player, or can no longer afford him, the bidding will be closed and must be restarted by another owner.

One question,
Would removing the fine, allow for someone to get buyers remorse after winning a bid, and then not posting it to the thread so that they are able to get out of their bid with out any consequences?

Yes, and that is a big part of why the fine is there in the first place. The fine should act as a deterrent to people placing bids who aren't really serious about signing a player and are just trying to potentially bid up the player for another team to sign. Bids should only be there if a team is serious about signing the player.

This has been enforced (on me), might have been year one or two in the league. It was an honest forgetful mistake on my part, but I paid the $1m.
The one reason why you have the fine, as others have said, is so a manager can't either bid on a player then decide not to sign the player. Or, a manager could notice his playoff rival is needing a certain piece, and endlessly lock up that player with bids, and then drop the player without penalty.

i will add i personally dont care either way - ideally id like to have no fine because shit happens, but i also dont want this to be abused by a savvy manager because its definitely open to abuse if you remove the fine
