The following language will be copied into the new league constitution:
League Infractions & Penalties
1. Pitching Volume Infractions
a. Teams are required to have a minimum of 35 innings pitched (or a prorated amount during special weeks).
b. This minimum is put in place to discourage extreme tanking and to prevent teams from cheap wins in ratio categories.
c. Penalties for not meeting these minimums are as follows:
i. 1st infraction = warning
ii. 2nd infraction = warning
iii. Each subsequent infraction = $2 million. cap penalty in the following season
d. Repeated infractions will result in a commissioner review to determine future participation in the league.
2. Salary Cap Infractions
a. Each team is allotted $100 million each year plus playoff bonuses.
b. If the cap is exceeded, GMs must rectify the situation immediately and void the transaction that put him over the limit.
c. In addition to voiding the transaction, the following penalty applies:
i. All infractions = $1 million fine in current season
d. If a GM does not have cap space for the full fine, then the balance will be assessed in the following season.
3. Failure to Properly Sign Players
a. When a player is won via auction or claimed off waivers, the GM has 48 hours to sign the player. Signing a new player consists of the following actions:
i. Adding the player to team in Fantrax
ii. Creating a new post in the team transaction thread with contract details (contract amount, length, signing bonus)
iii. Both actions must be taken for the player to be signed.
b. The penalty for failing to properly sign a player will be as follows:
i. 1st infraction = warning
ii. 2nd infraction = warning
iii. Subsequent infractions = $1 million fine in current current season
c. These penalties apply regardless of contract size or signing bonus and apply to both MLB and MiLB players.
d. If a GM does not have cap space for the full fine, then the balance will be assessed in the following season.
4. Failure to Properly Waive Player
a. When a GM decides to waive a player, he must take the following actions:
i. Post a transaction in the team transaction thread with the relevant contract information.
ii. Post a new transaction in the waiver section of ProBoards with the contract information.
iii. Waive the player in Fantrax.
b. Failure to complete these steps will result in the following penalties:
i. 1st infraction = warning
ii. 2nd infraction = warning
iii. Subsequent infractions = $1 million fine in current season
c. If a GM does not have cap space for the full fine, then the balance will be assessed in the following season.
5. Editing Transaction Threads
a. In order to preserve an accurate transaction ledger and the timing of those transactions, GMs are strongly discouraged from editing threads, but no penalties will be imposed.
b. Teams that are caught editing transactions to avoid detection of other violations will be treated harshly and subject to an ownership review. These situations will be reviewed on a case-by-case basis by the Leadership team and additional penalties may be assessed.
6. Promoting Reserves players to Active roster before 7 days have expired.
a. By rule, players that are optioned to the Reserves roster must remain there until 7-days have elapsed.
i. 1st infraction = warning
ii. 2nd infraction = warning
iii. Subsequent infractions = $1 million fine in current season
b. If a GM does not have cap space for the full fine, then the balance will be assessed in the following season.
7. Exceeding Roster Limits
a. If a team is discovered to have exceeded his team roster limits, the following penalties apply:
i. 1st infraction = team is issued a warning and will be asked to make an immediate correction.
ii. 2nd infraction = team is issued a warning and will be asked to make an immediate correction.
iii. Subsequent infractions = $1 million fine in current season
b. If a GM does not have cap space for the full fine, then the balance will be assessed in the following season.
8. The Respect Clause
a. This is a gentle reminder to treat everyone with respect. This is a recreational league. Everyone has family, work, and personal lives. Please treat others as you would like to be treated.
b. If it is deemed that a GM is consistently disrespecting other managers in a severe enough manner, the leadership team reserves the right to have an internal vote on the possible removal of the GM without requiring a league-wide vote.
