Well I guess the good thing out of this, is it's never been addressed until now since it hasn't been abused that any of us know of..
Possible penalties:
1) A 2-week "suspension" from promoting/demoting people from the reserve roster to active roster.. with a 2nd offense being a monetary fine of $1m and a month long "suspension" of promoting/demoting players. 3rd offense - lets hope we don't go there..
2) A monetary fine of $500K, 2nd offense $1m
Just throwing those out there for a poll.. if anyone has any other suggestions, lets hear em!
And I agree with others that the DL needs to be taken into consideration as roster moves will have to be made if a player is coming off the DL or a player is being moved to the DL.

I like the 1st option. Should Keep people from purposefully breaking the rule and just taking the fine on the chin since there are some gameplay penalties involved and not just monetary.

Alright, finally have some time to look this over. First, I like those ideas Jarrod and think those penalties/fines could work. However, we probably need to wait to make any changes like that until the off-season (which is what I think you meant).
As for the rule itself, here is why I don't like it: while we can add penalties and punishments to deter teams from breaking the rule, the rule itself is a tricky one for Kaj and I to enforce. While we go through and update transactions in Fantrax, I don't necessarily check time stamps for each individual transaction to make sure that a player remained on the active or reserve roster for at least 7 days. However, I do think it'd be pretty obvious and easy for Kaj and I to notice if a team is obviously abusing the rule (e.g. promoting and demoting pitchers after every start that they make). If we're going to keep the rule, I do think we need to add an injury clause, and I think it needs to be added this season. I hate the idea of switching the rules mid-season, but this is a pretty unique situation in that this is a rule that no one seemed to know existed. So maybe we do something like this:
Keep the rules the same and require that players remain on the active or reserve roster for AT LEAST 7 days after a promotion/demotion. HOWEVER, if someone on your active roster gets placed on the DL (not just injured, but actually placed on the DL), you can move that player to the DL AND bring up a guy you had just demoted to the reserve roster. So here is a real life example:
I demote Austin Barnes (C - LAD) to my reserve roster on June 12. The next day on June 13, my starting catcher Jonathan Lucroy gets hurt and is officially placed on the 10 day DL. I can immediately bring back up Austin Barnes to the active roster and do not need to wait 7 days. Again, I can only do that IF Lucroy is officially placed on the DL AND I officially place him on my roster's DL.
Thoughts on that? I don't think that would be too radical of a change for mid-season. Basically, we'd just start enforcing the rule now with that 1 exception. Then, we can revisit the rule in the off-season if we feel it's necessary

I like adding the injury situation this season. It makes sense - even in MLB a guy gets sent down, but then brought right back up if someone on the MLB roster gets injured. Then we look at the rule in the off-season.
