THE MINORS, PROMOTION, ARBITRATION & AMATEUR DRAFTS
A. MINOR LEAGUE ROSTER
1. The Field of Dreams league employs a 40-man Minor league roster (20 Minimum). Minor League rosters need to have a minimum of 20 players before the season begins.
2. All Minor league contracts are 6 years long. Minors can remain on the Minors roster until their contracts expire (at the end of the season which they had 1 year remaining).
3. There is no obligation to promote them after surpassing 130AB/50IP.
4. Minors rosters must be at no less than half the maximum size permitted when the season begins and throughout the season.
5. January 15th of each off-season, each League owner will get their first chance to pick up Franchise Free Agents. This period will be open until the end in-season free agency deadline
B. PROMOTIONS:
1. Minor leaguers promoted to the Reserve or Majors roster cannot be demoted to the Minors roster by the same team.
2. The only way he can be placed on any team's minor league roster is by passing through waivers, being posted as a free agent minors, and ultimately being signed.
3. Majors: A minor promoted to the Major League roster will be assigned a $400,000 1-Minors ARB(-) OPT(*) contract (at the league minimum) for the remainder of that particular season. If the promoted player had more than one year left on his minors contract, the surplus years are forfeited.
4. During the Year-Beginning Process (see rules page), the GM has the option to release 1-Minors contract players at NO COST OR assign him a 6 year $400,000 ARB(year 4, year 5, year 6) OPT(4) contract for the upcoming season.
For example, the 2015 World Series just ended, and a team had Mike Olt on a 1-Minors contract. The team can either drop him at no cost, or sign him to a $400,000 6-Year ARB('19, '20, '21) OPT(4) contract for the 2016 season. He can then be placed on the active, and if he is on the reserve roster on November 15th, he uses 1 of his options and his contract becomes $400,000 6-Year ARB('19, '20, '21) OPT(3)*
5. Players promoted from the reserve roster to the active roster, or sent down from the reserve roster to the active roster must spend a minimum of 7 days on the roster they were promoted or demoted to. After the seventh day, they can be promoted or demoted again.
6. Any contracted player with a * within its contract details indicates that an option has been used for that season.
C. ARBITRATION:
1. Players on 1-Minors contracts who have had their contracts purchased and have been assigned Majors contracts will receive Arbitration increases each of the final 3 years of their contracts.
2. These players may be released outright when facing Arbitration during the Year- Beginning Process, at no cost to the owner.
3. Denote Arbitration eligibility on your roster page using this format ARB('20, '21, '22).
4. The Arbitration amounts are cumulative and are preset as follows:
ARB year 1: $1,000,000 (so $400,000 league min + $1,000,000 = $1,400,000 salary for the first year of Arbitration)
ARB year 2: $1,500,000 (so $1,400,000 + $1,500,000 = $2,900,000 salary for second year of Arbitration)
ARB year 3: $2,500,000 (so $2,900,000 + $2,500,000 = $5,400,000 salary for the third and final year of Arbitration)
5. Once the 3rd year of Arbitration is completed, the player must be released into Free Agency.
6. Once the Arbitration year amount has been applied to the player's salary, during the Year- Beginning process, the ARB year can be deleted from the player's contract and a * is to be added.
For example, if Mike Olt had a 4 year $400,000 ARB('17, '18, '19) OPT(4) contract on October 31st and today is November 1st 2016, when the Year- Beginning process begins for the 2016 season to get set for 2017, his contract would annotated with ARB('18, '19)* and his salary would become $1,400,000 for the 2017 season. His new contract would be 3 years $1,400,000 ARB('18, '19)* OPT(4). If he begins the season on the reserve roster, his contract would become 3 years $1,400,000 ARB('18, '19)* OPT(3)*
7. The Arbitration amounts listed above are meant to ensure a good flow of players into free agency and a greater cost to owners for carrying star players.
8. All Arbitration amounts will be adjusted in a poll after year 6 of the Field of Dreams League has ended in order to reflect how the league views the impact of the amounts. A poll will be conducted to adjust all 3 years according to the league's will.
D. AMATEUR DRAFT:
1. A yearly 5 Round Amateur draft will take place after the real MLB draft signing period takes place each year.
2. There will be a one week Signing Period following the conclusion of the draft. During the Signing Period you may sign, trade or relinquish the rights to a player. All contracts for minor leaguers will be 6 years in length.
a. If you choose to sign a player once you have draft him, you must post the transaction on your team's transaction thread by the signing period deadline as noted above.
b. If you trade a player or receive a drafted player in a trade during the signing period, you must post the transaction on your team's transaction thread.
c. During the signing period you may relinquish the rights to any drafted players. This must be posted on your team's transaction thread. As the players were never signed by the releasing GM, they may be bid on by him at any time.
3. Draft order will be reverse order of the previous year's regular season standings, with the exception of the 4 worst teams. The draft order for the 4 worst teams from the previous season will be randomized (this was voted on in a constitution poll in December 2016). The team with the worst record the previous season will choose 1st. The draft order will be the same each round rather than snaked.
4. The team which won the Field of Dreams World Series will always draft last.
5. You may only draft players who were actually drafted by an MLB team in that season's MLB First-Year Players Draft.
6. Mid-season Amateur draft picks may be traded. However, you may only trade picks for the ensuing draft.
7. Picks for the following season may be traded as soon as the current draft concludes beginning with the Signing Period.
8. Picks may be traded during the draft. Any such trade made during the draft will be subject to review by a 3-member board comprised of the 3 Commissioners.
9. If a GM drafts an amateur who doesn't sign with the MLB club that drafted him, the GM may still sign him to his Minor league roster. It will be the GM's choice to keep or drop the player (drop, not waive). If the player is dropped while unsigned by an MLB club, he may not be added by any GM until he is signed. The player may, however, be traded.
10. During the draft, if a GM misses his pick, he will be skipped in subsequent rounds until his previous picks have been made up.
11. Every GM has the right to use the entire time period allowed to make the pick. Under no circumstance should the GM be pressured to speed things up. We all lead busy lives and the draft is fairly short with only 5 rounds, so there's no need to pressure one another.
