FREE AGENCY, BIDDING & INTERNATIONAL PLAYERS
A. FREE AGENT MAJOR LEAGUERS
1. Any unclaimed Majors player is a free agent and may be bid upon by any owner. The Field of Dreams season runs from January until October, which is the end of the playoffs. The season begins with the Year-Beginning Process and ends with the playoffs. The specific timing of the Year-Beginning Process will be determined by the commissioners, but will not begin later January.
2. There is one exception to the rule above. If an owner has waived a player during the season, that waived player is off limits to the waiving owner until the off-season OR until another owner has opened bidding on that player. The player may be reacquired via trade, through waivers, or by winning the player through the bidding process.
4. The initial bid must be for at least one year and $400,000.
5. To Start the Bidding Process:
a. Go to the Majors FA Auction board
b. Start a new thread - put the player's name, position and team in subject box ex. Mike Trout (OF-LAA)
c. Enter your bid in the body in the following format:
1 yr/$400,000
$400,000 Total
6. Counter Bids:
To place a counter bid:
a. Reply to the post made within the Majors FA Auction board
b. The counter-bid MUST exceed the previous bid's total to be the winning bid, MUST be within the remaining budget of the team making the bid, and MUST be in the proper increments to be legal.
c. If an error in bidding is made, DO NOT DELETE OR ALTER the previous post. Simply reply again to the same bid in progress using the proper format.
7. Major league contracts may not exceed 6 years.
8. The winning bid for a Major league player will be the highest total contract value reached during the bidding process. The value is determined by multiplying the contract amount offered by a team by the number of years offered.
9. If there are no counter bids 48 HRS after the last and highest bid, the bidding on that player will close. The highest bid, in terms of total contract value, will win.
10. Total contract values listed must be correct to be valid. If the totals do not match, the bid will be considered void. There is no obligation from other bidders to point out the error, but they may do so if they want to ensure a fair process (recommended).
11. Any GM may offer a higher bid as long as it exceeds the existing contract total by $100,000 and the bidder has the Cap room required. Bids must be in $50,000 or $100,000 increments. Your total dollar figure for live bids may not exceed your Cap space.
12. If your high bids take you over your Salary Cap, you will be assessed one of the following penalties:
1st Offense: 24-hour ban from bidding or claims, and a $250,000 fine
2nd Offense: 48-hour ban from bidding and claims, and a $500,000 fine
3rd Offense: 72-hour ban from bidding and claims, and a $1,000,000 fine PLUS an automatic ownership review by the 3 Commissioners
13. If a GM overbids, the 48 HR clock restarts on all bids in which that GM was the highest bidder. Only the bid that pushed the GM over the cap and subsequent bids while over the cap will be deleted. The 2nd highest bidder can accept his bid as the top bid. If that GM no longer wants the bid, it would go to the 3rd highest and down the line. However, if another GM makes a counter bid with a value higher than the 2nd highest bid, the player's bidding would restart with the new counter offer.
14. If a trade rejection causes a GM to overbid, any high bid(s) will be deleted, with the 2nd highest bid claiming the top spot, if accepted (if not the 3rd and so on). The GM will not incur a penalty.
15. Bids may not be rescinded. Do not edit or delete your bids. A 72 hour ban from bidding or claims will be imposed if the rule is violated.
16. Once GMs have won the bid, GMs you must add that player to their roster immediately and make any concurrent moves (drops/demotions) to stay under the Cap. This is particularly important if the plan was to drop a player on a 1-Minors contract which can increase the available cap by the $400,000 contract amount.
17. GMs will have 48 HRs full days, after closure of the auction, to post the signing in their transaction thread and add to Fantrax roster. It is the winning bidder's responsibility to sign the player within the allotted signing window. The league is not responsible for notifying the bid winner that he failed to complete the signing. In the event of a medical or family emergency or if the GM had previously posted to the out of town board, an extension will be granted.
18. If a player is won at auction but the winning GM fails to post the signing or add to Fantrax in the allotted time, the team will be fined $1,000,000 and the second highest bidder has 48 hours to claim the player at the cost of that GM's highest bid if he wants the player. If the second highest bidder does not want the player, or can no longer afford him, the bidding will be closed and must be restarted by another owner.
19. 48 hours after all teams have been verified and payments have been submitted in the off-season, each League owner will get a chance to pick up Franchise Free Agents. This period will be open until the Free Agency period opens 48 hours later
20. Free Agency will re-open yearly January 17 after all teams have been verified and payments have been submitted in the off-season and will remain open until the Friday 23:59 ET of the week before the Field of Dreams playoffs begin.
21. Sunset Contracts:
a. To avoid the signing of older players to long-term contracts for which their teams are aware they are not likely to be responsible to full-term, the league has placed limits on these deals:b. Any Player Who Will Turn 36-39 years-old at the time of the signing may only be signed to a 3-year contract.
b. Any Player Who Will Turn 40 years-old or greater at the time of the signing may only be signed to a 2-year contract.
c. If a player is, erroneously, signed to a contract that supersedes the above limitations, the league reserves the right to alter the contract so that the initial term of signing is in compliance with the Sunset Contract rules.
22. A bid started at 12:30pm would be closed at 12:30pm two days later. The last counter bid would be accepted at 12:29pm. 12:30pm would be the start of the 3rd day. Equal scenarios apply for any 24-hour, 48-hour, 72-hour or other window.
23. No FA bids may be started with less than 48 HRS remaining in the regular season. Generally, this will mean FA will close to new posts at 11:59PM PDT, Friday, the last week of the regular season. If bidding has not concluded after 48 hours, generally until Sunday at 11:59PM PDT, the league will switch to blind bidding. Any team which has placed a bid during the preceding 24 hours, (since Saturday @ 11:59PM PDT), may submit a blind bid to the Commissioners. Blind bids will be accepted until the start of the 1st week of playoffs, Monday.
B. FREE AGENT INTERNATIONAL PLAYERS:
1. International Professionals:
International players signed to Major league contracts will be treated as Major leaguers for signing purposes. Any foreign player who is 25 or older when signed by an MLB team will also be treated as a Major leaguer.
2. International Youth:
International players under 25 years old when signed by MLB teams will be subject to the Minor League bidding process. The International Youth year will run from January 15th to January 14th Therefore, any International Youth prospects signed July 2nd and beyond will be ineligible to be posted for the Minor League bidding process until bidding opens July 2nd of the following season.
3. International players not meeting the above criteria (B1 and B2) are ineligible to be posted or signed.
4. GMs may also claim signed International FA Minors as Franchise minors during the franchise minors window ONLY IF they played at least 30 games in the minors the previous season.
5. MLB.com and Milb.com will be used as references for all International Free Agent issues.
C. FREE AGENT MINOR LEAGUERS
1. For signing purposes, a player is considered a Minor leaguer if he has 130 AB/50 IP or fewer. When bidding, include the MLB AB or IP total for the player.
2. Players who qualify as Minor leaguers may not initially be signed to Major league contracts. They must be won as a Minor leaguer first, then promoted.
3. Only Minor leaguers signed to Major or Minor league contracts with an MLB club may be signed as FA. The only caveat being that they remain eligible to be kept by a drafting GM if left unsigned by an MLB club after the MLB draft signing period ends.
4. The guidelines established for Major league bidding apply, except for bid amounts. Initial Minor league bids must be at least $50,000 with counter bids of no less than $50,000.
5. The winning bid will be considered a Signing Bonus that will apply against that season's Majors cap. Once that season ends, no amount is owed to the Minor leaguer.
6. During the season, GM's will be allowed to sign Minor leaguers from their chosen Franchises to their minor league rosters on a first-come, first-serve basis. Those will be called Franchise Free Agents.
7. At the start of offseason, after the Year-Beginning Process, GM's will be given a 48 HR window to claim Franchise Free Agent Minors just prior to the reopening of FA/Waivers. No signing bonus is required for these claims. The transactions must still be registered in the Minors FA Auction and within that team's transaction thread.
8. A Franchise Minor released at season's end due to an expired contract may not be claimed during the 48-hour window as it would guarantee perpetual ownership while a minor. The released player may only be re-claimed as a franchise minor when the season begins. However, the owner is allowed to bid on that player if he is posted by another owner.
