WAIVERS
A. GENERAL WAIVERS PROCESS:
1. A player may be waived at any time.
2. A 48-hour Waiver window started at 12:30pm would be closed at 12:30pm two days later. The final claim accepted would be at 12:29 pm at the end of the second day. For example, if the window began on Monday at 12:30pm, a claim could not be filed after 12:29 pm on Wednesday.
3. To waive a player, start a thread for the player in the "Waivers" section. Include the player's name, team and position in the subject line. Include the salary and contract length in the body of the post that you will be responsible for, or not.
4. Any team other than the waiving team may put in a claim prior to the conclusion of the 48 HR window.
5. The team with the highest priority wins the player.
6. Once a team places a claim on a Waived Major leaguer it may not be retracted and that team must be able to assume the contract while remaining under the Cap.
7. The claiming team must assume the entire contract including Arbitration and Options remaining.
8. If the player clears waivers, the waiving team will be responsible for 100% of the waived player's salary.
9. If the player is claimed while on waivers, the waiving team is freed of its financial obligation entirely (100%).
10. A player will have officially cleared waivers after 48 HRs. After that period has passed, he officially becomes a free agent.
11. If the player is subsequently signed by another team the Waiving team's penalty is reduced by the (average annual) value of the new contract. Years are not taken into account and have no effect on the salary owed. The deduction of salary relates to the next contract only; there will be only one reduction per waived contract. There is no deduction in waived salary if the player is reacquired by the team that waived him.
12. If a waived player was on a Major league contract, but is then re-signed as a Minor the waiving team, the waiving team remains responsible for the full contract. This situation may arise in rare instances such as when a player has been promoted and given a Majors contract while still in MLB's minor leagues.
13. If an Arbitration eligible player is waived, the waiving team is only responsible for the guaranteed years of the contract, not the remaining Arbitration years. If a player were to have 5 years left on his contract with the final three being his arbitration eligible years, the waiving team would only be responsible for the pre-Arbitration years (the next two years). Basically, the Arbitration eligible years are not guaranteed.
14. A Waived Major leaguer becomes off limits to the owner who waived him for the remainder of the season, but may be reacquired via trade or bid on if the player is posted by another owner.
15. Players may not be Waived with less than 48 HRs remaining in the regular season. Generally, this will mean Waivers will close to new posts at 11:59PM PDT, Friday, the last week of the regular season. Claims will be accepted for 48 HRs, generally until Sunday at 11:59PM PDT. For cases in which a team has signed a player after Waivers close, due to ongoing bidding, a player may be waived as a corresponding move – for Cap purposes only – after the deadline. The deadline for claims in this situation will be 48 HRs or when CBS lineups lock at the start of the 1st week of playoffs, whichever comes first.
B. WAIVER PRIORITY:
1. Waiver priority will be determined by the standings as follows:
Worst to first in the entire league (AL & NL combined)
Tiebreak will be the team that placed the claim first.
2. The order will be defined as the standings at the moment the player is placed on waivers. In the Off-season and 1st week of the season, the previous season's end-year standings will be used.
C. WAIVING MINOR LEAGUERS:
1. Minors may be waived at any time.
2. The $400,000 salary of a waived 1-Minors player is removed from the Cap. It does not count against the Cap.
3. Waived Minors may be re-signed by the waiving team 30 days after being placed on waivers but must go through the bidding process and the new contract is to be of the same duration as his previous one. For example, if Player X had a 2 year minors deal when waived, he is to be assigned a 2-year minors deal if he re-signs with the team that waived him. If the player was on the reserve roster before being waived he can only be re-signed to a 1-yr deal. He may be placed on the minors roster. The player must still be under the 130AB/50IP minor threshold to be re-signed as a minor.
4. Minor League Waiver claims may not be retracted.
D. WAIVED PLAYER CONTRACT BUYOUTS:
1. Once players have cleared waivers without being claimed, the waiving team will have the option of a 100% buyout, has to be all at once as voted upon in a league constitution poll.
Example: I waive Ryan Braun who is owed $10m for 3 more years because he was caught using again on Monday morning at 7 am ET. He sits in waivers, passes through without anyone taking his salary on and is off waiver at Wednesday at 6:59 am ET. I have until Saturday at 6:59 am ET (72 Hours) to make the decision to buyout the contract. If not made at that time, I cannot buyout any portion of his contract and will owe the contract as it's played out over the next 3 years.
2. BUYOUTS will Open after verification and close 48 hours after our World Series at 11:59 EST(when a league winner is declared and crowned).
